What is packaging EPR and who does it affect?
Packaging EPR (Extended Producer Responsibility) is a UK regulation requiring businesses that produce, import, or sell packaging to pay for its collection and recycling. You are obligated if your annual turnover exceeds £1 million AND you handle 25 or more tonnes of packaging per year. Both thresholds must be met. Charities are exempt.
When do I need to submit my EPR packaging data?
Large producers (turnover £2m+ and 50+ tonnes) report every 6 months — H1 data (Jan-Jun) is due by 1 October, H2 data (Jul-Dec) by 1 April. Small producers report annually with full-year data due by 1 April. Data is submitted via DEFRA's Report Packaging Data (RPD) portal.
How much do EPR fees cost per tonne?
Confirmed 2025-2026 EPR base fees per tonne are: glass £192, paper/card £196, steel £259, aluminium £266, wood £280, plastic £423, and fibre-based composite £461. From 2026-2027, fees will be modulated based on recyclability — harder-to-recycle packaging will attract higher charges.
What happens if I do not comply with packaging EPR?
The Environment Agency has powers including warning letters, compliance notices, civil penalties, variable monetary penalties, and criminal prosecution (which can carry unlimited fines). Enforcement actions are published publicly, creating reputational risk on top of financial penalties.
