Startups and small businesses have different EPR obligations depending on their turnover and packaging volumes:
- Below all thresholds (turnover under £1 million OR handling under 25 tonnes of packaging) — no EPR obligation
- Small producer (turnover £1-2 million AND 25-50 tonnes, or similar threshold combinations) — simplified annual reporting, reduced fees
- Large producer (turnover over £2 million AND over 50 tonnes) — full EPR obligations with 6-monthly reporting
Even if you are below the thresholds now, you should start tracking packaging data from day one. When your business grows past the thresholds, you will need historical data to register and report accurately.
Small producers register on the DEFRA RPD portal and submit annual data by 1 April each year. The registration and reporting process is simpler than for large producers, and fees are lower.

When do I need to register for EPR?
When your annual turnover exceeds £1 million AND you handle more than 25 tonnes of packaging per year. Both thresholds must be met. If you are below either threshold, you are not currently obligated.
What counts towards the 25-tonne threshold?
All packaging you handle as part of obligated activities — packing/filling, importing, selling packaged goods. This includes primary, secondary, and transit packaging. It does not include packaging on goods you buy for your own use.
Should I start tracking before I'm obligated?
