Stationery & Office Packaging EPR Compliance

From blister-packed pens to shrink-wrapped reams, stationery packaging has EPR obligations at every level.

Sector Guidance

Stationery & Office EPR: What You Need to Know

Stationery businesses typically have very high SKU counts — hundreds or thousands of individual products, each with its own packaging. The key to manageable EPR compliance is grouping products into packaging families: products that share the same packaging format and approximate weight.

For example, all standard ballpoint pens might share the same blister pack format (5g PET + 8g card). Instead of tracking 50 individual pen SKUs, create one packaging family and apply it to all.

For 2025-2026, base fees per tonne are: plastic at £423 (blister packs, polybags, ream wrap), paper and card at £196 (card sleeves, shipping cases). Stationery businesses can reduce EPR costs by switching from blister packs to card-only packaging where product security allows.

Packaging Types

Common Stationery & Office Packaging

These are the key packaging types you need to track and report for EPR compliance in the stationery & office sector.

🖊️

Blister Packs

PET/PVC blister packs with card backing for pens, markers, and small items. Multi-material needing split reporting.

📄

Ream Wrapping

PE film wrapping around paper reams (500 sheets). High-volume item — report under plastic.

📦

Retail Card Sleeves

Printed card headers and backing for hanging displays. Report under paper/card.

📦

Shrink Wrap

LDPE shrink wrap bundling multipacks and variety packs. Secondary packaging under EPR.

📦

Corrugated Shipping Cases

Outer cases for wholesale and B2B distribution. Transit packaging reported under paper/card.

🛍️

Polybags

Your Obligations

What You Need to Do

As a stationery & office business handling packaging, you have specific EPR obligations under the UK's Extended Producer Responsibility scheme. Here is what you need to track and report to stay compliant.

  • Track all primary packaging across product ranges
  • Group products into packaging families for efficient reporting
  • Report blister packs with material splits
  • Include display and promotional packaging
  • Submit data to DEFRA via the RPD portal
  • Pay EPR fees based on total packaging weight by material type

Do you need to comply?

You are obligated if your business:

  • Has an annual turnover exceeding £1 million
  • Handles more than 25 tonnes of packaging per year
  • Performs any of the obligated activities (manufacturing, importing, selling, hiring)

Even small producers below these thresholds must register as small producers under the Report Packaging Data (RPD) portal.

Watch Out

Common Stationery & Office Compliance Mistakes

Avoid these frequent pitfalls that catch out stationery & office businesses every year.

High SKU count overwhelm

Stationery ranges can have thousands of SKUs. Group products into packaging families rather than tracking every individual item.

Ignoring ream wrap volumes

Paper ream wrapping seems trivial per unit (10-15g) but across millions of reams sold annually, it adds up to significant plastic tonnage.

Missing display packaging

Cardboard counter displays, shelf units, and promotional stands provided to retailers are your EPR obligation.

Not tracking imported product packaging

If you import pens from China, all factory-applied packaging (blister packs, card backing, polybags) is your EPR responsibility as the importer.

FAQ

Stationery & Office EPR Questions

Common questions about packaging EPR for stationery & office businesses.

How do I manage EPR with thousands of SKUs?

Group products into packaging families — products that share the same packaging format. A range of pens in identical blister packs is one family. Calculate packaging weight per family and multiply by units sold.

Is paper ream wrapping significant for EPR?

Yes. A single ream wrap is only 10-15g of LDPE, but if you sell millions of reams it adds up to tonnes. Paper distributors in particular need to track this carefully.

Are display stands my EPR obligation?

If you provide cardboard counter displays, shelf units, or promotional stands to retailers, these are your packaging obligation. Track the weight and material of each display type.

Do pen caps count as packaging?

No. Pen caps are part of the product, not packaging. However, the blister pack, card backing, and any polybag wrapping are all packaging under EPR.
