Waste Transfer Note

A legal document required when transferring waste between parties in England and Wales. It records details of the waste type, quantity, carrier, and destination to ensure proper handling and traceability.

A Waste Transfer Note (WTN) is a legally required document that must accompany waste when it is transferred from one party to another. WTNs provide traceability and ensure waste is handled by authorised parties.

WTN requirements:

  • Must be completed for every transfer of controlled waste
  • Records: waste description, quantity, carrier details, receiving facility
  • Must be retained for at least 2 years (6 years for hazardous waste)
  • Both parties (transferor and transferee) must keep copies

While not directly part of pEPR, WTNs are relevant for businesses managing their own packaging waste, particularly non-household packaging. Commercial waste producers must ensure their waste carriers have the appropriate licenses and that waste goes to authorised facilities. Failure to comply with WTN requirements can result in enforcement action from the Environment Agency. For household packaging, local authorities manage WTN requirements as part of their waste operations.
