An audit is a systematic examination of a producer's packaging data, systems, and compliance processes. Audits may be conducted by environmental regulators or by independent auditors approved under the regulatory framework.

What audits examine:

  • Data accuracy — verifying reported packaging weights and materials match actual operations
  • Systems and processes — assessing how packaging data is collected and managed internally
  • Documentation — reviewing supporting evidence such as invoices, supplier data, and weight records
  • Activity type classification — confirming the producer has reported under the correct categories
  • Nation data methodology — checking the basis for UK nation splits

Large producers may be subject to mandatory third-party audits. All producers should maintain audit-ready records. The Environment Agency can also conduct spot-check compliance visits. Preparing good documentation throughout the year — rather than retrospectively — makes audits significantly easier and reduces the risk of enforcement action.
