Large Producer
A business handling more than 50 tonnes of packaging per year with turnover above £2 million, subject to full data reporting requirements under EPR including detailed nation-level packaging data submission.
A large producer under pEPR is an obligated producer that handles more than 50 tonnes of packaging annually and has a turnover exceeding £2 million. Large producers have the most comprehensive obligations under the regulations.
Large producers must:
- Submit detailed packaging data reports through RPD, broken down by material type, packaging class, and nation
- Report on all activity types they perform (brand ownership, packing/filling, importing, selling, distributing)
- Pay waste management fees and modulated fees
- Register with a compliance scheme or comply directly
Unlike small producers, large producers cannot use simplified reporting. They must provide granular data including weight by material, packaging type, and the nation where packaging is discarded. This data feeds into the fee calculation methodology administered by the Scheme Administrator.
