Scheme Administrator
The central body responsible for calculating, collecting, and distributing waste management fees from producers to local authorities under the reformed pEPR system. Currently operated as PackUK.
The Scheme Administrator (SA) is a new entity created under pEPR to manage the financial flows between obligated producers and local authorities. The SA role is fulfilled by PackUK.
The Scheme Administrator's responsibilities include:
- Calculating waste management fees for each producer based on their packaging data
- Collecting fees from producers (or their compliance schemes)
- Distributing payments to local authorities to cover the net cost of collecting and managing household packaging waste
- Applying modulated fees to incentivise recyclable packaging design
- Administering the recyclability assessment methodology
The SA operates independently from DEFRA but is accountable to government. It ensures that the full net cost of managing household packaging waste is borne by producers rather than council tax payers, a fundamental shift from the previous system.
