Natural Resources Wales
The environmental regulator for Wales responsible for enforcing EPR for packaging, equivalent to the Environment Agency in England and SEPA in Scotland.
Natural Resources Wales (NRW) is the Welsh Government's environmental regulator. It oversees EPR for packaging compliance in Wales, working alongside the Environment Agency and SEPA.
NRW's functions include:
- Enforcing packaging waste regulations for Welsh producers
- Registering producers based in Wales
- Monitoring recycling performance in Wales
- Accrediting Welsh reprocessors
Wales has historically had strong recycling targets and performance, often leading the UK nations. Welsh policy may introduce additional requirements or earlier targets for packaging waste. Producers distributing goods in Wales must allocate appropriate nation data in their RPD submissions. Wales-specific packaging policies are set by the Welsh Government through NRW, reflecting devolved environmental competence.
