The Scottish Environment Protection Agency — Scotland's environmental regulator responsible for enforcing EPR for packaging obligations for producers operating in Scotland.

SEPA (Scottish Environment Protection Agency) is Scotland's environmental regulator. It performs the same regulatory functions for packaging waste in Scotland as the Environment Agency does in England.

SEPA's packaging-related roles:

Scotland may have different policy emphases — for example, Scotland's Deposit Return Scheme was developed on a separate timetable. Producers selling into Scotland must include Scottish nation data in their RPD submissions. SEPA works alongside the other UK regulators to ensure consistent enforcement while respecting devolved environmental policy. Scottish-only producers register with SEPA rather than the EA.
