NIEA
The Northern Ireland Environment Agency — the environmental regulator for Northern Ireland, responsible for enforcing EPR packaging obligations and managing registration for Northern Irish producers.
The Northern Ireland Environment Agency (NIEA) is the environmental regulator within the Department of Agriculture, Environment and Rural Affairs (DAERA) in Northern Ireland. NIEA enforces pEPR in Northern Ireland.
NIEA's packaging responsibilities:
- Registering Northern Irish obligated producers
- Enforcing compliance with packaging regulations
- Monitoring recycling data for Northern Ireland
- Accrediting local reprocessors
Northern Ireland has unique considerations due to the Northern Ireland Protocol / Windsor Framework, which means some EU packaging rules may also apply to goods moving between GB and NI. Producers trading into Northern Ireland should be aware of potential dual regulatory requirements. Nation data for Northern Ireland must be reported separately in RPD submissions. NIEA coordinates with the other UK regulators (EA, SEPA, NRW) on cross-border enforcement.
