Modulated Fees

Fee adjustments applied on top of base fees that reward recyclable packaging with lower charges and penalise hard-to-recycle packaging with higher charges. Based on the RAM recyclability assessment.

Modulated fees are adjustments to base fees that create a financial incentive for producers to design packaging that is easier to recycle. Packaging assessed as widely recyclable pays less; packaging that is not recyclable pays more.

The modulation system works through:

  • The Recyclability Assessment Methodology (RAM) — classifies packaging into recyclability tiers
  • Fee multipliers — each tier has a multiplier applied to the base fee
  • Penalty rates — packaging classified as not recyclable faces the highest multiplier
  • Reward rates — packaging designed for easy recycling gets reduced fees

Factors affecting the modulation tier include: material type, packaging format, colour, labels, closures, and whether the packaging can be processed by existing UK infrastructure. For example, a clear PET bottle with a PP cap would score well, while a black plastic tray with a multi-material sleeve would score poorly. Producers can significantly reduce their waste management costs by redesigning packaging for better recyclability. This is a key driver of the eco-design agenda. See our modulated fees explained.
