Packaging Levy
A financial charge applied to packaging producers to fund environmental programmes or waste management. In the UK context, this has evolved from the PRN system to the full net cost waste management fees under pEPR.
A packaging levy is a charge applied to businesses that place packaging on the market, intended to fund environmental management of that packaging. While not an official UK term, it describes the financial obligations under pEPR.
UK packaging levies include:
- Waste management fees — covering full net cost of household packaging waste
- PRN costs — funding recycling of non-household packaging
- Modulated fees — recyclability-based adjustments
- Plastic Packaging Tax — HMRC tax on low-recycled-content plastic
The total packaging levy burden on producers varies by material, volume, and packaging design. Producers should budget for all applicable charges and understand how their packaging choices affect costs. Better-designed, more recyclable packaging results in lower total costs. The introduction of pEPR significantly increases the overall levy compared to the previous Packaging Waste Regulations.
