Base Fees

The standard per-tonne fee rates set for each packaging material type under pEPR. Base fees reflect the average cost of managing that material in the household waste stream before modulation adjustments.

Base fees are the foundational per-tonne charges applied to each packaging material under the waste management fee system. They represent the average cost of collecting, sorting, and recycling that material from the household waste stream.

Base fees vary by material because:

  • Different materials have different collection and sorting costs
  • Some materials are more valuable when recycled (e.g., aluminium)
  • Infrastructure availability varies by material
  • Contamination rates differ between materials

The Scheme Administrator publishes base fee rates annually, informed by cost data from local authorities. Materials with higher collection costs and lower recycling value (such as certain plastics) typically have higher base fees. Modulated fees are then applied on top of (or as reductions to) base fees based on the specific recyclability of each packaging format. Producers should factor base fees into their packaging cost calculations and material selection decisions.
