Recyclability Assessment Methodology

The standardised methodology used to assess the recyclability of packaging formats under pEPR. RAM determines the modulated fee tier for each packaging type based on collection, sorting, and reprocessing criteria.

The Recyclability Assessment Methodology (RAM) is the framework used under pEPR to evaluate how recyclable a specific packaging format is. The RAM classification directly determines the modulated fee tier.

RAM assesses packaging against criteria including:

  • Collection — is the packaging collected by local authorities?
  • Sorting — can it be identified and sorted at MRFs?
  • Reprocessing — is there UK infrastructure to recycle it?
  • Design features — do labels, colours, or closures hinder recycling?

Packaging is classified into tiers such as "recyclable," "not yet recyclable," and "not recyclable." Each tier attracts a different fee multiplier. The RAM is reviewed periodically to reflect changes in recycling infrastructure. Producers should use the RAM criteria when designing new packaging to optimise for lower fees. The methodology is published by DEFRA and aligns with the wider goal of moving toward a circular economy for packaging.
