The waste hierarchy is the legally enshrined framework that ranks waste management options from most to least environmentally preferred. It underpins UK waste policy including pEPR.
The hierarchy in order of preference:
- Prevention — reduce packaging use and weight (lightweighting, eliminating unnecessary packaging)
- Reuse — design packaging for multiple uses before disposal
- Recycling — process waste into new materials (recyclability)
- Recovery — extract energy from waste (e.g., energy from waste)
- Disposal — landfill (least preferred option)
Under EPR, the waste hierarchy is reinforced through financial incentives. Modulated fees reward recyclable packaging. Prevention and reuse are encouraged through packaging reduction targets. The eco-design agenda promotes designing packaging with the hierarchy in mind.
