Flexible Packaging

Packaging made from flexible materials such as films, pouches, sachets, and bags that can change shape when filled. Presents recycling challenges but growing collection infrastructure exists.

Flexible packaging includes films, pouches, sachets, wraps, bags, and other packaging that can be deformed or flexed. It is a growing segment of the packaging market but presents particular recycling challenges.

Common flexible packaging types:

  • Plastic bags and carrier bags
  • Stand-up pouches and sachets
  • Flow-wrap and pillow packs
  • Shrink wrap and stretch film
  • Multi-layer laminate films

Flexible packaging is challenging for recycling because: it can jam sorting equipment at MRFs, multi-layer films are difficult to reprocess, and it is lightweight so collection is less economically viable. Under pEPR, non-recyclable flexible packaging will attract higher modulated fees. However, collection schemes are expanding — OPRL labels some flexible plastics as "Recycle with bags at large supermarkets" through front-of-store collection points. Mono-material flexible packaging (e.g., PE-only pouches) is becoming more recyclable. Producers should consider switching from multi-layer to mono-material where possible.
