Paper and Card Packaging
Packaging made from paper, cardboard, or corrugated board. Paper and card have high recycling rates in the UK and generally attract lower modulated fees under EPR due to widespread recyclability.
Paper and card packaging includes all packaging made from cellulose-based materials — from lightweight tissue paper to heavy-duty corrugated board. It is the most recycled packaging material in the UK.
Types include:
- Corrugated board — shipping boxes, transit packaging
- Solid board/cardboard — cereal boxes, product cartons
- Paper — wrapping, bags, labels
- Moulded fibre — egg boxes, protective inserts
Paper/card packaging generally benefits from lower modulated fees due to high recyclability and established collection infrastructure. However, paper packaging with coatings, laminates, or contaminants (e.g., waxed cardboard, metallised film) may be classified differently or attract higher fees. Fibre-based composites (paper combined with other materials) have their own category. Producers should distinguish between clean paper/card and composite materials when reporting through RPD.
