Consistency in Household Recycling (also called Simpler Recycling) is a policy requiring all English local authorities to collect a consistent set of recyclable materials from households. This is a key companion policy to pEPR.

Core materials to be collected:

Consistency is crucial for packaging recyclability. Currently, some materials are collected in some areas but not others, creating confusion. With consistent collections, producers can design packaging knowing it will be collected everywhere, and OPRL labelling becomes clearer. The policy is funded partly through EPR payments to local authorities. This is expected to significantly improve recycling rates and support the circular economy.
