Packaging Component

An individual element that forms part of a complete packaging item, such as caps, labels, sleeves, seals, handles, and closures. Each component must be reported by its own material type under EPR.

A packaging component is any individual part of a complete packaging item. Under pEPR, each component must be reported separately by its material type because different components may be made from different materials.

Common packaging components:

  • Closures — caps, lids, corks (may be different material from the container)
  • Labels — paper, plastic, or shrink-sleeve labels
  • Seals — tamper-evident seals, foil seals
  • Handles — plastic or card handles on multipacks
  • Pumps and dispensers — often multi-material components
  • Inserts — protective inserts, information leaflets

Accurate component-level reporting is important because components can significantly affect recyclability. A recyclable PET bottle with a PVC shrink sleeve becomes less recyclable as a system. Modulated fees consider the complete packaging item including all components. Producers should maintain a packaging specification database that captures every component, its material, and its weight for accurate data submission.
