Producer Responsibility

The overarching principle that businesses placing products on the market should bear responsibility for those products' environmental impact, including end-of-life waste management and recycling costs.

Producer responsibility is the foundational policy principle that businesses which manufacture, import, or sell products should be responsible for the environmental impact of those products throughout their lifecycle, particularly at end of life.

The principle of producer responsibility was established in the 1990s by the OECD and has since been adopted globally. In the UK, Extended Producer Responsibility takes this further by requiring producers to cover the full net cost of waste management — not just a contribution. This incentivises producers to design products and packaging that are easier and cheaper to manage at end of life, driving eco-design and the circular economy.
