A business that sells goods directly to the end consumer. Under EPR, sellers are responsible for reporting packaging they supply at point of sale, such as carrier bags, till rolls, and service packaging.

A seller under pEPR is a business that provides goods directly to end consumers. Sellers have specific obligations for packaging they supply at the point of sale, distinct from the packaging on the products they retail.

Seller-obligated packaging includes:

  • Service packaging — bags, boxes, cups, and containers filled at the point of sale
  • Carrier bags — plastic or paper bags provided to customers
  • Shipment packaging — packaging used for e-commerce deliveries to consumers

The seller does not report primary packaging already on the products they sell — that is the brand owner's responsibility. Retailers who also own brands (e.g., own-label products) will have obligations under both the seller and brand owner activity types. Large retailers should carefully separate their reporting between these activities to ensure accurate data submission.
